
Orlando has over four decades of experience in public and private investment projects, including the preparation, analysis, assessment, implementation and evaluation of investments, fiscal management and tax administration, fiscal decentralization and sub-national governance.
He worked at the Inter-American Development Bank (IADB) for 20 years, where he developed and evaluated operations in Latin America and the Caribbean. He led the Operations Evaluation Office for the Executive Board, and managed projects in the Southern Cone Countries: Argentina, Brazil, Bolivia, Chile, Paraguay, and Uruguay.
He was part of a World Bank independent Review and Technical Assistance Team for the Tax Administration Reform Program (TARP) in Pakistan.
He supervised the United Nations Department of Technical Cooperation for Development (UN/DTCD) for developing countries in the Americas and Africa.
He also held positions in academia, the public and private sectors, including at the Ministry of Finance of the Province of Mendoza, the National Development Council (CONADE) in Argentina, IMPSA, and at Pontificia Universidad Catolica de Chile.
Orlando holds a Masters of Arts in Statistics and a Masters of Science in Agricultural Economics from Berkeley University, where he was also a PHD candidate in Agricultural Economics.
